Challenging assumptions

A city probation service was once reviewing the structure of their offices and concluded that many of the outlying offices should close and instead the clients could visit their main office in the centre. The probation officers raised objections, asserting that their clients preferred to visit offices in the satellite towns. The executive team put this to the test and asked the clients what they preferred. The clients said that they preferred the proposed new arrangement as they could plan shopping trips around such visits and indeed the public transport routes favoured a city centre location.
