The 4 E's

Clearly we need all public services to be:
  • Effective
  • Efficient
  • Economic
But we also need them to be
  • Elastic 
as well.

These must be the 4 E's of improvement and making sure that the cuts are done strategically not just reactively! Given that 'events' happen (credit crunch, volcanos and oil leaks)... versatility is vital!
